These are classified as other publishers of legal acts who are not listed in group 1111 „Legislators“ and who define, establish the policies of state, regional or local government institutions and international government agencies, and lead their implementation, as well as administer legal acts.

Main activities

* presides over the work of legislative institutions and the administrative councils or legislative sessions of state, regional or local government, or participates in their work;
* participates in negotiations with other publishers of legal acts and representatives of interest groups in order to reconcile different interests and develop policies and agreements;
* establishes the policies of state, regional or local government and leads their implementation;
* drafts, adopts, amends, or repeals laws, normative legal acts, and regulatory documents in accordance with laws and other legal acts;
* participates in administrative councils or official committees at the governance level.
